A self-confessed and convicted murderer is fully prepared to be hanged for his deed, but no-one is willing to put a rope around his neck. This comedy of morals involves the machinations of two local politicians in 19th century Picton, each vying for the mayoralty and with the hiring of a suitable hangman as a 'test' of their ability to run a law-abiding township.
